Cyno is an on-field Electro damage dealer centered on his Elemental Burst. Casting it turns him into the Pactsworn Pathclearer for up to 18 seconds: his attacks become Electro that cannot be overridden and his Elemental Mastery rises. During this state he enters the Endseer stance from time to time, and using his Elemental Skill while it is active fires extra Duststalker Bolts. His ascension talent adds a large part of his Elemental Mastery to his Normal Attacks and to those bolts.
That makes Elemental Mastery a real damage stat for him, alongside ATK and crits. He plays best in Aggravate or Quicken teams, where Dendro teammates let his frequent Electro hits trigger strong reactions. He needs a fair amount of Energy Recharge because his whole rotation waits for the burst.

A simpler setup: Nahida keeps Quicken up, Fischl adds off-field Electro, and Baizhu keeps the party healthy.

All 4-stars. Collei supplies Dendro, while Fischl and Kuki Shinobu add Electro and Kuki heals.
Tips
- Wait for the Endseer stance during his burst before using his Elemental Skill. That cast deals more damage and fires extra bolts.
- Using his Skill during the burst extends the Pactsworn Pathclearer state, so weave it in instead of only attacking.
- He leaves the burst state if he leaves the field. Set up your supports first, then cast his burst and stay on him.
- Add Energy Recharge until his burst is ready each rotation. A missing burst costs far more than slightly lower crit stats.
